VADM Kevin Green, USN (Ret): President

A native of California , Vice Admiral Green entered the Navy from the State of Ohio and was commissioned upon graduation from the U.S. Naval Academy in 1971. He received the degree of Master of Science from the Naval Postgraduate School in 1977 and graduated with distinction from the National War College in Washington , DC in 1992.  

A Surface Warfare Officer, Vice Admiral Green’s afloat tours were principally in Atlantic and Pacific Fleet destroyers. He served as a division officer (gunnery, damage control, then antisubmarine warfare) in USS VOGE (DE-1047) and department head (weapons then operations) in USS RICHARD L. PAGE (FFG-5) and USS PREBLE (DDG-46). He later served as executive officer in USS DAHLGREN (DDG-43). He commanded USS TAYLOR (FFG 50) during the Gulf War and in 1994 deployed to Southwest Asia as Commander, Destroyer Squadron TWENTY-THREE. He commanded Cruiser-Destroyer Group THREE and the LINCOLN Battle Group in the Pacific Fleet through December 1999.  

His shore tours included duty as Surface Special Operations Officer at Atlantic Fleet Headquarters; Combat Systems and Tactics Instructor in the Prospective Commanding Officer Course at Newport, Rhode Island; Military Executive to the Department of Defense Coordinator for Drug Enforcement Policy and Support, Military Assistant to the Assistant Secretary of Defense for Democracy and Peacekeeping, and Assistant to the Under Secretary of Defense for Policy. At the Bureau of Naval Personnel in Arlington he directed the Surface Officer Distribution Division. Upon flag selection in 1996 he assumed command of Naval Training Center , Great Lakes, Illinois where he was responsible for recruit and advanced technical training. In February 2000 he established and assumed command of U.S. Naval Forces Southern Command at Naval Station Roosevelt Roads, Puerto Rico . His final active duty assignment was in Washington as Deputy Chief of Naval Operations for Plans, Policy and Operations (OPNAV N3/N5). Since completing his Navy career in 2004 he has been employed by IBM in Fairfax , Virginia .  

Vice Admiral Green received the Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal, the Navy Commendation Medal, the Navy Achievement Medal, and various service, campaign, and foreign awards.

CAPT Jim Tackett, USN (Ret): Treasurer

Captain Tackett received his Bachelor of Science degree from the University of South Carolina and was commissioned via the University’s ROTC program in 1971. His initial tour of duty was onboard USS GALLUP (PG-85) followed by tours in STERRETT, WADDELL, DESRON –15, DEYO and as Commanding Officer of USS FAHRION. He received his Masters Degree in Finance from the Naval PostGraduate School in 1981.

 Captain Tackett has twice served on the OPNAV Staff, first within the Surface Warfare Office for Plans and Budget and following his command at sea tour, as Director of Ship Self Defense. He has served in 2 significant shore assignments in NAVSEA, first as the Deputy Program Manager for Cooperative Engagement (CEC) followed by assignment as Program Management for the NATO SeaSparrow Program.  

Since retirement in 1999, Captain Tackett has been a senior manager for BAE Systems serving on the staff of the Italian Ministry of Defense in Rome, Italy and currently as Director of Technical Operations for the Surface Warfare Directorate. 

Captain Tackett resides in Rockville, Md and is a lifetime member of SNA
